Tempe may raze unfinished structure

A Tempe man's 13-year labor of love could become a pile of rubble.
City officials have given Juan Carrillo until 5 p.m. today to finish his home and comply with Tempe housing code or they'll bring in the bulldozers.
"This house is a work of art, and when you have a valid alternative, you don't tear down somebody's house," said independent financier Cory Schwartz, who is trying to buy and save the home. Carrillo declined comment.
City officials say housing codes are a powerful tool to maintain neighborhoods, deter blight and curb crime.
But while every city seems to have its problem homes and some have gone as far as evicting, fining and jailing their owners, officials in other Valley cities say none has taken them quite as far as Tempe.
The unoccupied Carrillo home stands unique in its upper middle class south Tempe neighborhood. Multiple stories of concrete block decorated with glass and steel sink deep into the ground. A bridge has yet to be built over the hole between the moat and the front door.
While the ceilings are mahogany, the landscaping lush and the switch plates hand-carved, there is no plumbing, electricity or air conditioning.
Carrillo first applied for a house permit in 1990. It expired and two more were issued over the years.
The city filed a lawsuit against Carrillo in February 2000 and Maricopa County Superior Court set deadlines for completion. Carrillo failed to meet the deadlines and still owes the city $31,900 in penalties plus interest.
In October 2001, the court ordered Carrillo to finish the house or the city would be allowed to tear it down. Carrillo still failed to complete what he calls his dream home.
Both city officials and neighbors say they're fed up. Schwartz has offered to buy the home and finish it in six months. Carrillo would walk away.
"I've got the money and the contractors to do it. The only reason for them (the City Council) to turn this down is vindictiveness," Schwartz said. "If it was sitting on 5 acres in Paradise Valley, it would be worth $4 million."
He said a poll of 15 neighbors showed they "overwhelmingly" support Schwartz's plan. He has presented the idea to the Tempe City Council and is waiting for a response, he said. Schwartz said he remains confident the city won't tear down the house.
But if there is no reversal by 5 p.m. today, the city will ask Carrillo to remove all his possessions and cut the power before bringing in a bulldozer. On Thursday, the council voted to hire ACR Contracting Inc. to demolish the home for $80,000.
City Manager Will Manley said it will be his decision whether to allow the home to be sold or the deadline delayed.
Tempe Mayor Neil Giuliano said Carrillo has had enough chances.
"Mr. Carrillo has had over 10 years to come into compliance, and it is through no one's fault but his own that we have arrived at this unfortunate situation," he said.
